The NSPA views on the EU Arctic Policy ahead of EU Arctic Forum 2019
NSPA appreciates the established cooperation
with the EU on Arctic matters
In connection with the EU Arctic Forum in Umeå 3-4 October
2019, the Northern Sparsely Populated
Areas Network, NSPA, would like to take the opportunity to
acknowledge the EU Commission and the
European External Action Service for the close, good and fruitful
cooperation on the Arctic. The
European Union is an important actor on Arctic matters together
with its regional partners in the
European Arctic of Sweden and Finland, as well as the close
neighbors in North Norway.
We appreciate that the EU have taken an engaged role in
establishing a link and dialogue with the
regions in the Arctic. For the future it is crucial to keep up the
momentum of the stakeholder
consultation process that was established by the integrated EU
Arctic communication from 2016,
with the EU Arctic Forum being established as a result of the
dialogue with the NSPA.
EU is an important facilitator for
sustainable development in the European
Arctic
EU have to use its soft power to be a relevant partner in the
Arctic and can do so by investing in the
European Arctic, the EU's own Arctic region and neighboring areas.
A vital game-changer in the
integrated EU Arctic policy from 2016 is the increased focus on
supporting sustainable development
in the Arctic region. EU has great potential to be a facilitator
for the Arctic to be a peaceful,
sustainable and thriving place, by investing in research,
collaboration and development on a people
to people, researcher to researcher and business to business basis
across borders in the European
Arctic, whilst also giving EU the needed legitimacy concerning the
larger Arctic.
The NSPA and the Barents Euro Arctic region that constitute
Northern Finland, Sweden and Norway,
as well as for the latter also Northwest Russia, is unique in an
Arctic context. It is crucial that the
region can be an attractive place for people to live and stay to
give stability to the region and beyond.
The Arctic region remains economically vulnerable due to the lack
of own critical mass of people and
capital, although the European Arctic is comparatively populated
and advanced with Arctic knowhow, as well as potentials to deliver
solutions on many global challenges. Adapted support and
tailormade policies to fit the Arctic challenges are, though,
needed.
EU should continue to deepen the
dialogue with regions on the future of EU Arctic
policy
We find the discussions at the EU Arctic Forum to be very
important for the future. We see many
important contributions, such as recent reports, delivered to the
debate from the EU Commission
and the EEAS. We also fully support the establishment and
continuation of an Ambassador for the
Arctic in Large and hope to see an Arctic working party in the
European Parliament to be established.
However, we note an unfortunate lack of Arctic perspectives in the
preparations for the incoming
new EU commission. The debate on climate, resources and
sustainable development, in the light of
growing geopolitical interests, need to be addressed by highest EU
level with a continued inclusive
process that engages all relevant stakeholders for an updated
comprehensive EU Arctic Policy.
We are prepared to continue be a constructive and engaged partner,
and we hope the EU will
continue to listen to, believe in and invest in the European
Arctic as a gateway to the larger Arctic
and ultimately contribute to global sustainable development. We
hope this to be a strong message to
take from the discussions at the EU Arctic Forum in
Umeå.

Seminar on renewable energy transition in sparsely populated areas during the European Week of Regions and Cities 2019

As part of the European Week of Regions and Cities (EWRC) 2019 a seminar was arranged by the Regional Partnership of the Northern Sparsely Populated Areas (NSPA) and the Highlands and Islands of Scotland. The session addressed rural and sparsely populated areas as both forerunners in the supply of renewable energy and as regions with large needs in infrastructure for renewable energy and clean mobility. The panellists presented several concrete examples of projects within renewable energy supply and clean mobility in rural and sparsely populated areas, focusing on how to overcome the infrastructure challenges. The discussions during the seminar highlighted the fact that remoted rural areas, apart from providing abundant natural resources and hosting heavy industries, are also a place for very innovative people. Several proposals were presented on how to adapt the Cohesion Policy in 2021-2027 to better enable these regions to contribute to a climate-neutral Europe.

The EU Arctic Forum vill be held in Umeå, Sweden, on the 3-4 of October 2019 and organised by the European Commission, the European External Action Service, and the Government of Sweden. The EU Arctic Forum will build on the achievements of the EU Arctic policy in recent years and will provide a strategic outlook for the years to come. The focus will be on international cooperation, the climate-environment-ocean nexus, sustainable investments, and connectivity in the Arctic. A broad range of stakeholders representing governments, international organisations, civil society, industry, research, indigenous and local communities will feed into the discussion. The NSPA Forum in Tromsø 15-16 of May 2019

During this year’s NSPA Forum, Norway hosted the conference, which took place in beautiful Tromsø. Interesting issues were addressed, in terms of taking steps forward in the regional development of the Arctic, that lie ahead in the future of Northern Sparsely Populated Areas (NSPA). Among other things focus was on the prospects for the distribution of the regional development funding during the coming long-term budget for 2021-2027, how the NSPA regions should increase labor mobility across borders and how NSPA will find solutions to challenges that have been made visible in the so called Arctic investment platform (AIP).
OECD invites to 3rd meeting of Mining Regions and Cities in Skellefteå, Sweden 12-13 June

The initiative of OECD about developing regions and cities in the world with mining and extraction industries started 2017 and encourages international cooperation among mining stakeholders, including the regions in NSPA. OECD want to see regions exchange knowledge among each other in the mining and extraction industry and develop recommendations with regional development strategies. Important to bring forward is that the OECD study about NSPA, 2015-2016 is one factor that triggered the mining initiative of OECD. Together with the initiative comes an yearly event with the goal to bring together a broad range of stakeholders. At this years conference in Sweden the 12th-13th of June, the city of Skellefteå will stand as host. It will be the first time the OECD meeting of Mining Regions and Cities takes place in Europe after Chile and Australia.

The Arctic seminar took place at Scotland House the 9th of October during the European Week of Regions and Cities and focused on smart specialization, innovation and capacity building and attracted a big group of participants representing a wide geographical and institutional coverage. The seminar was followed by the Arctic Award prize ceremony for the best Arctic cooperation projects 2018.

During the seminar the new proposals from the European Commission for the future of cohesion policy and the potential impact of these proposals on the NSPA regions were discussed.

NSPA position on the future investments in the European Arctic

In January and February, the Northern Sparsely Populated Areas in collaboration with the European Commission carried out a public consultation about the future EU priorities in the European Arctic.. The NSPA is now presenting the report that summarizes all the proposals that it has received from the northernmost regions of North Sweden, North Norway and East- and North Finland.
OECD report launched in Brussels

The unique OECD report on northern Sweden, Finland and Norway was presented in Brussels on the 13th of March. The network of Northern Sparsely Populated Areas, along with the OECD and the Committee of the Regions, had the honour to host the launch of this “Territorial Report”, carried out by the OECD on the 14 NSPA regions.

Transport and Raw Material in the NSPA on the agenda in the European Parliament

On the 24th April the NSPA and the Bothnian Corridor Group organized a seminar in the European Parliament about raw materials and transport in the northernmost parts of Europe. Hosting the seminar were MEPs Marita Ulvskog and Liisa Jaakonsaari and with keynote speakers from the European Commission, representatives from the NSPA and from the raw material industry, the seminar attracted around 50 participants.

On the 8th December, the NSPA network met with director general Dirk Ahner, European Commission, to discuss and clarify what the proposals of the regulations on cohesion policy post 2013 signifies for our regions.
Open Days 2011: Demographic change in the NSPA

The NSPA seminar and reception on 11th of October 2011, attracted up to 130 registered participants from the NSPA regions. The NSPA seminar focused on demographic change from a young perspective and three young politicians from the three countries of the NSPA gave their view on the topic.

Successful gathering in Tromsø

Dialogue meeting with Intergroup 174

The European Union’s future policy on territorial cohesion was on the agenda when the "Intergroup Mountain, Island and Sparsely Populated Regions" on Tuesday 4th May invited to a dialogue meeting in the European Parliament. The NSPA was invited to present how the NSPA positions itself for the future EU regional policy. Mr. Stein Ovesen, director of North Norway European Office, reports from the meeting.

The report Northern Sparsely Populated Areas Foresight 2020, produced by Nordregio and commissioned by the NSPA network, has now been published. The dialogue continues in the region to create a joint position using the report as a basis.
